PREPARATION OF RESPONSE TECHNICAL MANUAL SUPPLEMENTS FOR FUEL FABRICATION FACILITIES

Dear Mr. Armontrout:

As indicated in the letter, dated June 8,1998, from Mr. Weber to Ms. Elliott, the U.S. Nuclear Regulatory Commission (NRC) is in the process of preparing a Response Technical Manual (RTM) Supplement for each fuel cycle facility. However, after discussions among NRC staff and a review of your licensing information, we have decided not to prepare an RT.M Supplement for your facility.

The RTM Supplement is designed to assist NRC incident response staff as an emergency assessment tool to facilitate event assessment, guide in determining potential health impacts on site workers and the public, and assist in event mitigation. After a review and evaluation of your licensing materials, the staff determined that the potential hazards and risks at your facility do not warrant the preparation of an RTM Supplement.
