SUCJECT: INSPECTION REPORT NO. 70-1201/98-203

Dear Mr. Matheson:

The Nuclear Regulatory Commission conducted routine and announced fire safety and material control and accounting (MC&A) safeguards program inspections of Framatome Cogema Fuels on November 30 - December 3,1998. As identified by the licensee, the l

inspectors focused on existing and future special nuclear material (SNM) operations, and related equipment, structures, and components for operations that posed the greatest risk to safety and safeguards. The inspection consisted of verifying the adequacy, implementation, availability, and reliability of safety and safeguards Significant risk controls, selective examinations of critical procedures and representative records, interviews with personnel, and observation of activities in progress. The scope and results of the inspection are summarized in the enclosed report which also includes details of the inspection.

At the conclusion of the inspection, the findings were discussed with members of your staff.

Within the scope of the inspection, one inspector followup item was identified. Seven previously opened items were closed.
