Dear Ms. Elliott:

This refers to your application dated June 9,1997, requesting an amendment to Materials License SNM-1168. Our review of your application has identified additional information that is needed before final action can be taken on your request.

The additional information, specified in the enclosure, should be provided within 30 days of the date of this letter. Please reference the above TAC No. in future correspondence related to this request.

We are concerned that several sections (i.e.,4.1.2,4.1.6.2,4.1.6.5,4.2.3.3,4.2.4.4,4.2.4.6, and 4.2.4.7) contained numerous changes that were not marked as or were not included in the summarization of changes in the amendment request. Several of the changes not marked were significant. Please be vigilant in marking all changes even if they are cosmetic in nature as they help NRC staff focus on the safety significance of the requested amendment. Please resubmit your chapter changes with all changes marked for this amendment.

- - Request for Additional Information Application Dated June 9,1997 -

Framatome Cogoma Fuels Docket 70-1201 Please resubmit your amendment application by providing/ correcting the following information:

1. Section 1.3 should be modified to reference the date of renewal and current expiration -

date.

2. Section 2.1 should be modified to include the duties and responsibility of the Quality Managers.

- 3. Section 2.6 should be modified to clearly state that following procedures is mandatory.

4. Section 3.2.2.4 should be modified to reference which industrial standard will be followed in determining the flow rate for each fume hood. (e.g., Industrial Ventilation: A Manual of Recommended Practice, American Conference of GovemmentalIndustrial Hygienists).

5. Section 4.1.1 should be changed from "American Nuclear Standard" to "American National Standard."

6. Section 4.1.7 should be changed from " safe geometry" to " favorable geometry" tc, be consistent with the rest of the document.

7. Section 4.2.3.3 should be modified such that the second paragraph should reflect that there are four basic cross section libraries and a supplementary set which is not used at Lynchburg Manufacturing Facility. Thus, the fifth numbered item should be deleted.

8. Explain why in Section 4.2.4.7 you changed the last bullet from "other accumulations of SNM" to " storage rack"

9. Explain the differences in Sections 4.2.4.2,4.2.4.4 and 4.2.4.5, between " nuclear safety restrictions" and " nuclear safety conditions." If there are no differences, please modify the appropriate sections for consistency.
