Dear Mr. Carr:

This refers to the Nuclear Criticality Safety (NCS) inspection by members of the lleadquaners stafTconducted on December 17,1997, at your Lynchburg Manufacturing Facility (LMF) in Lynchburg, Virginia. The pumose of this inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your stafT identified in the enclosed report.

Areas examined in the inspection are identified in the enclosed report. Within these areas, the inspection consisted of selective examination of relevant records, interviews with plant personnel, and observation of activities in progress. Within the scope of this inspection, no violations were identified. Three of six previously opened inspector follow up items were closed and satisfactory progress was made on a fourth, llowever, additional management attention is warranted on the remaining two to assure prompt resolution.

In accordance with the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room. Should you htve any questions conceming this inspection, we would be please to discuss them with you.
