NRC INSPECTION REPORT NO. 70-1201/98-02 AND NOTICE OF VIOLATION

Dear Mr. Matheson:

This refers to the inspection conducted on May 11 through 15, 1998, at the Lynchburg Manufacturing Facility. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Areas examined during the inspection are identified in the report. Within these areas the inspection consisted of selective examinations of procedures

. a"d representative records, interviews with personnel, and observation of activities in progress.

Based on the results of this inspection, certain of your activities a)peared to be in violation of NRC requirements, as specified in the enclosed iotice of

- Violation (Notice).

Although Section 2.201 requires you to submit to this office, within 20 days of your receipt of this Notice, a written statement of explanation, we note

- that this violation had been corrected and those actions were reviewed during this inspection. Therefore, no response with respect to this matter is required. .

In accordance with 10 CFR 2.790, of the NRC's " Rules of Practice." a copy of I this letter and its enclosures will be placed in the NRC Public Document Room. ,\
