Dear Mr. Calvo:

In Reference 1 the NRC recommended that PSC resubmit their proposed Technical Specification for the Plant Protective System (PPS)

Setpoints allowable valves based on annual or refueling surveillance frequencies by the end of January, 1987. Due to recent efforts focusing on plant restart issues, PSC has not been able to respond to this request. For the same reason, PSC has not yet respor.ded to a request for additional PPS setpoint and surveillance requirements information(Reference 2). The infont.ation needed by the NRC will require significant coordination with plant operations personnel recently heavily involved in plant restart activities. PSC requests that submittal of the PPS setpoint information be deferred until August 31, 1987.

. Flow-Low would be submitted to the NRC in 1986. As discussed above, involvement of plant personnel in EQ and startup related activities has postponed this effort. A new action plan is being developed to address the entire scope of the PPS setpoint program. Upon approval of this action plan PSC will advise the NRC of the schedule for resolving this issue.
