Re: Bio Rock Point Plant Fy Amendment 82, dated February 12, 1986, to the Bio Rock Iaint (the facilitvl Operatino License DPP-6, license Condition (7) was incorporated 50 as to require Consumers Power Company (CPC) to adhere to the Plan for the Bio Rock Point Inteorated Assessment, "the Plan".Section V.A., Periodic Updatino, requires that semi-annual undates be submitted to the NRC for our review.

By submittal dated Auoust 29, 1986, CPC has provided reouired Plan IJpdate No.

5. Our staff has reviewed all of the information provided for Plan Update No. 5 and finds the additions and changes to the Plan schedules to be acceptable. The staff notes the required nomenclature changes for the 1986 and 1987 refueling outages to 1987 and 1988 refuelina outaces as a result of the slippace of the late IS86 refueling outace to 1087 and finds these changes acceptable.

Our staff notes the closure by CPC of the following issues:

1. Issue BN-090 - Classification of Structures, Systems, and Comnonents

? CPC considers this issue complete with the submittal of the August 29, 1986 Thermal Stress Fatigue Analysis document. NPC staff will complete the evaluation of this issue concurrent with the Seismic Considerations effort yet to be completed by CPC.

2. Issue BN-100 - Vendor Interface and Manuals CPC considers this issue complete with the comoletion of the computerized listing (user index) and the Vendor manual control procedure. NPC staff expects that staff action on this issue will be completed, includino the issuance of a safetv evaluation, by April 30, 1987.

. I-Der staff also notes the rescheduling of certain issues of interest as follows:

1. Issue RN-014A Resolution of Seismic Issues CPC completed ranking of the "0.0G" weak link analysis identified modifications in October 1985. N ~ sta'f notes that in approximately one year, CPC's efforts for this issue have been the assionment of an " Issue Manager" and only the initiation of a proiect scope and schedule for facility modifications. Al p ,

this issue's ranking has fallen to 15 from a rankinc of 13.

The staff considers resolution of this entire issue, includina facility modifications, a high priority and encouraces CPC to achieve final resolution in a timely manner. Our staff is lookino forward toward the reporting of significant effort for this issue in the next Plan Update.

P. Issue BN-025 Wine and Tornado loadino CPC ranked this issue 20th. NRC staff notes that work will becin durino the 4th quarter of 1986. Since this issue may tie into the seismic issue for Pio Rock Point with reaard to necessary facility modifications, our staff considers resolution of this issue as hiah priority also.

3. Issue RN-032 Emeroency Operatina Procedures (EOP) Voorade NRC staff notes CPC's efforts in moving toward submittal of the Procedures Generation Package (PGP) by December 31, 1986. The status of this issue is well defined and the contents appear to be on taraet with respect to NRC staff positions, lhe December 31, 1986 submittal date is important to both the NRC and CPC.
4. Issue A-035R - FHSR Update Study The NRC has recently identified concerns with the submitted Indexinn System as a substitute for an updated FHSR. A schedular exemption is being processed by the staff to provide CPC and NRC time to resolve staff concerns for this issue. This issue is inportant to NRC staff pro.iects.

Our staff notes CPC's efforts to provide a complete and concise update to the Integrated Schedule as a ,iob well done. Future submittals of issue updates as descriptive as was the status of E0P's would be considered excellent by NPC staff.
