This is to acknowledge receipt of your letter dated January 30, 1987, which transmitted changes to the Big Rock Point Site Emergency Plan, Volume 9, Revision 81. This submission included a complete update of the plan as well as a major revision in the plan's format, which included the elimination of Appendices L, N, and O.

Our review indicated that you have addressed minimum shift staffing requirements as approved in the Safety Evaluation Report (SER) issued by the NRC on March 25, 1983 as well as the 30 minute and 60 minute response time goals for certain key emergency response positions. However, after the discussion between Mr. W. Snell and Mr. J. Patterson of my staff and Mr. P. Loomis and Ms. M. Hobe of your staff on February 23, 1987, an agreement has been made that for clarification and more efficient use, these items will be included in a tabular format when the next plan revision is submitted for review. From our conversations with your staff, this should be in approximately six months. The new table format should follow the guidance of Table B-1 in NUREG-0654, Revision 1. Either emergency titles or major emergency functions may be used in this table. A table similar to the one listed in your Palisades Site Emergency Flan, Section 9, Figure 5-6 would be satisfactory.

In conclusion, our review of the changes to the Big Rock Point Site Emergency Plan, Revision 81, has determined that the changes are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of your plan. The recommended, modified listing of minimum shift staffing to include 30 minute and 60 minute response capability in one table should be included in your next emergency plan revision.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requiremelts of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).
