We have received the enclosed Federal Emergency Management Agency (FEMA) d letter dated October 19, 1987, and associated exercise evaluations on'the '

offsite portion of the Big Rock Point Emergency Preparedness Exercise conducted on April 7, 1987. This was a full participation exercise for Charlevoix County and Emmet County and a partial participation for the State of Michigan.

No deficiencies were identified during the exercise; however, FEMA observed several areas requiring corrective actions on the County level. An approved 1 schedule of corrective actions is included in the FEMA exercise report and ,

evaluation. ]

l Based on the results of the exercise, it is FEMAs view that there is reasonable j assurance that offsite plans and preparedness are adequate to protect the public .l health and safety around the Big Rock Point Site. 1 In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room. 1 I
