This is to acknowledge receipt of your letter dated April 6, 1989, which transmitted Revision 92 to the Big Rock Point Site Emergency Plan (SEP),

Volume 9. This submittal included changes to Chapter 7, Emergency Facilities and Equipment and to Appendix J, Primary and Secondary Communications.

The revisions to Chapter 7 clarified the operations and reporting lines for the State field monitoring teams established by the Emergency Management Division of the Michigan State Police. Federal authority for offsite monitoring and assessment was also specified. The change in Appendix 6 consisted of removal of the listings of the State of Michigan's telephones under the heading of " State-On Scene E0C." The primary and secondary telephone services for the State E0C at Lansing, Michigan are unchanged and still listed in this table. Omitting the State-On Scene E0C telephones should not lessen the State's ability to respond from their conventional E0C at Lansing. Our review indicated that these changes in Chapter 7 and Appendix J will not downgrade the effectiveness of the SEP, and are therefore acceptable.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
