March.23, 1989'at the Millstone Nuclear Power Station, Unit 2. -The-inspection report was..sent to you on May 4, 198 During the inspection, the NRC reviewed a-physical security violation involvin a: degradation of a. vital area. barrier. That degradation was for approximately-

.4h. hours during a service water pipe replacement program whe'n a-spool piece was-removed from a standpipe,' creating a pathway through the pipe.from the protected area into two vital areas'.. During that time, compensatory measures were not in place.
