Gentlemen:

This refers to the special allegation review inspection conducted by

Mr. G. Pirtle of this office and Mr. S. Guthrie, Senior Resident Inspector, Big

Rock Point, between April 9 and August 6,1987, of allegations pertaining to

potential equipment tampering and other issues at the Big Rock Point Nuclear

Power Plant, authorized by NRC Operating License No. DPR-6, and to the

discussion of our findings with Mr. T. Elward and other members of your staff

during a Management Meeting conducted on August 6, 1987 at the NRC Region III

office.

The enclosed copy of our inspection report identifies areas examined during the

-

inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative recurds, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. However, significant weaknesses pertaining to your staff's

capability to effectively respond to equipment tampering incidents were noted

and are described in the attachment of the Report Details. Senior management

support is warranted to assure that your staff adequately addresses and

resolves the weaknesses described. .You are requested to advise us in writing,

within 30 days of receipt of this letter, of your staff's proposals and

estimated completion dates to resolve the concerns addressed in the attachment

to this report.

In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this

letter and the inspection report, excluding the attachment, will be placed in

the NRC Public Document Room. The attachment to this inspection report

concerns a subject matter which is exempt from disclosure accoraing to Part 73,

Title 10, Code of Federal Regulations, Section 73.21. The attachment to this

report must be handled and protected in accordance with the provisions of

10 CFR 73.21. Consequently, the attachment to this report will not be placed

in the NRC Public Document Room.
