PROPOSED LICENSE AMENDMENT - DENIAL OF RELOAD I-2 FUEL PORTION OF TECHNICAL SPECIFICATION CHANGE REQUEST FOR OPERATING CYCLE 22 (TAC 64593)

Re: Big Rock Point Plant The NRC has completed its review of the subject proposed license amendment dated December 5, 1986, concerning changes to the Technical Specifications to reference use of Reload I-2 fuel and inclusion of hybrid control rods in the Cycle 22 core. As the staff informed you during the February 2,1987 telephone conversation between the NRC staff and Consumers Power Company personnel, the staff has determined that your proposed changes adopting existing core operating parameters to the Big Rock Point Reload I-2 fuel are unacceptable. The staff has made this determination because additional information, provided at the request of the staff, indicates that operation at the existing Technical Specification limit could result in violation of the safety limit for the .

most limiting transients. On this basis, that portion of your application for amendment to adopt existing core operating parameters for Reload I-2 fuel is denied. A copy of our related Safety Evaluation is enclosed. During the telephone conversation, you stated that you would revise and resubmit this portion of your reload application for staff review. A copy of this Notice of Denial is being forwarded to the Federal Register.

The portion of your application for amendment to use hybrid control rods in the Cycle 22 core is being reviewed as a separate licensing action.
