Gentlemen:
Enclosed for your review, prior to our scheduled meeting of July 15, 1986, is
the SALP 6 Board Report for the Perry Nuclear Plant, Unit 1, covering the
period July 1,1985, through April 30, 1986. An evaluation of licensee
performance relative to Unit 2 was not performed due to the postponement of
construction of the unit.
Your regulatory performance at Perry, Unit 1, was favorable. You were rated
Category 1 in four areas and Category 2 in ten areas.
Your performance in the Preoperational Testing assessment area was found to
have improved. This improvement appeared to be the result of your actions
taken subsequent to NRC findings identified during the previous assessment
period. These actions included aggressive corrective measures to address our
concerns and were found to be generally timely and effective.
Your immediate and subsequent actions and cooperation with the NRC in response
to the January 31, 1986, earthquake that occurred near Perry were found to be
excellent. By providing us with reliable and comprehensive data associated
with the effect and magnitude of the earthquake, our staff was better able to
- evaluate the impact of the earthquake on the plant.
Perry management must continue to exhibit a high level of involvement in the
day to day operational activities of the plant, particularly during startup
testing and initial operations. Problems encountered as a result of personnel
errors, since license issuance, although not unlike other facilities at the
same licensing stage, indicate a weakness that must be aggressively addressed
by your staff. These personnel error concerns were discussed with you and
members of your staff on June 5, 1986.
While you will have sufficient opportunity to present your comments at the
meeting on July 15, 1986, you may also provide written comments within 30
days after the meeting. We will evaluate any written comments and provide you
with our conclusions relative to them.
