SUBJECT: . PERRY INSPECTION REPORT 50-440/99003(DRP)

Dear Mr. Myers:

On May 17,1999, the NRC completed a routine safety it,spection at the Perry Nuclear Power

Plant. The enclosed report presents the results of that inspection.

During this 6-week inspection period, the conduct of activities at the Perry facility was

professional with an appropriate focus on safety. The plant staff safely and effectively

conducted refueling operations. Lessons leamed were applied from the previous refueling

outage in the areas of communications, operator performance, safety tagging, and work

control. The plant staff was also effective in inspecting, locating, and correcting the previously

identified fuel failures and steps were taken to minimize the potenkt for future fuel damage.

Detracting from the otherwise good performance during this inspr dw period were examples

where procedural requirements were not properly adhered to.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred.- These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

subject inspection report. !f you contest the violation or severity level of these NCVs, you

should provide a response within 30 days of the date of this inspection report, with the basis for

your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,

Washington, D.C. 20555-0001, with copies to the Regional Administrator, Region Ill, and the

Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,

D.C. 20555-0001.
