Dear Mr. Myers:

By FW Nozzle to safe-en|letter dated April 28,1999]] (PY-CEl/NRR-2396L), FirstEnergy submitted the post examination results of a weld overlay repair for a feedwater nozzle to safe-end weld at the Perry Nuclear Power Plant, Unit 1 (PNPP). During the final weld acceptance examinations, ultrasonic examination results indicated several areas of the weld overlay centained a Lack of Fusion (LOF) within the weld metal and Lack of Bonding (LOB) to the base metal.

Your letter contained an engineering evaluation to evaluate the weld overlay LOB and LOF areas for acceptance under the stress requirements contained in the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code), Section ill, NB 3200 and ASME Code Case N-504. The evaluation also determined whether ASME Code,Section XI, Appendix C, safety margins are still maintained with the presence of the flaws in the overlay. Your evaluation concluded that the weld overlay repair maintains ASME Code,Section XI, Appendix C, safety margins and ASME Code Case N-504 stress limits thereby demonstrating the adequacy of the existing weld repair for continued operation.

Based on the staff's initial review of the submittal, no technical issues related to the weld repair have been identified that should prevent the restart of PNPP from the current refueling outage.

The results of the staff's completed evaluation will be provided to you at a later date. Any concems that arise during the staff's review will be promptly communicated.
