We have received your letter dated June 30, 1989, which transmitted Change No. 2 to Revision 9 of the Perry Nuclear Power Plant's Emergency Plan.
We have reviewed these changes and have determined that they are acceptable and do not downgrade the effectiveness of the Emergency Plan.
The changes to Revision 9 of the Plan included refined criteria for declaring on onsite recovery phase of operations and for downgrading an emergency classification.
The commitment to coordinate offsite survey team activities with State and Federal monitoring efforts was clarified.
Several refinements were also made to the preplanning for forming an onsite recovery organization.
