Semiannual Fitness-For-Duty Report Ladies and Gentlemen:

In accordance with the requirements of 10CFR26.71(d), "Recordkeeping Requirements," the Semiannual Fitness-For-Duty Report is being submitted for the Perry Nuclear Power Plant. This report covers the time period of January 1,1999 to June 30,1999.

Attachment I provides the Fitness-For-Duty Program performance data regarding testing results.

Attachment 2 provides additional information regarding reported events and management actions taken in response to positive results. The provision of the Fitness-For-Duty Program apply to persons granted unescorted access to the protected areas and to licensee, vender, and contractor personnel required to physically report to the Technical Support Center or the Emergency Operations Facility in accordance with the Emergency Plan and associated implementing procedures.

The licensee employees, who were temporary support for RFO-7, testing positive for illegal drugs during pre-access testing were denied access to the Protected Area. Pursuant to Plant

- Administrative Procedure (PAP-0224), " Fitness for Duty", requirements, individuals and/or their company representative were informed of the right to appeal, and of the procedural requirements in order to re-instate unescorted access to the Protected Area. To date, none have initiated steps l to restore unescorted access.

All contractor employees testing positive for illegal drugs / alcohol were denied access to the Protected Area. Pursuant to Plant Administrative Procedure (PAP-0224)," Fitness for Duty",

requirements, individuals and/or their company representative were informed of the right to l appeal, and of the procedural requirements in order to re-establish unescorted access to the Fre;ected Area. To date, none have initiated steps to restore unescorted access.

Fifteen individuals were subjected to unannounced follow-up testing during this reposting period, as a result of a Fitness for Duty Program concern.

Initiatives Taken )

Individual Fitness for Duty responsibilities were communicated to plant personnel during this reporting period. 3 Revision of the process for handling low creatinine concentration and low specific gravity specimens: 'Ihe MRO requests special processing of these specimens, a GC/MS test and the laboratory reports any illegal drug detection above the confirmation cut-offlevel to the MRO for handling.

. New breath analysis equipment (NHSTA approved), with automated NRC protocol, has been put into service. Prior to use, all applicable personnel were trained to the new equipment process.

These steps are considered an improvement in Perry's alcohol testing process, creating a stronger, more efficient FFD program.
