RESPONSE TO NRC BULLETIN 88-04 (TAC NO. 69954)

On May 5,1988, the NRC staff issued NRC Bulletin 88-04, " Potential Safety-Related Pump Loss." The bulletin requested the evaluation of all safety-related pumps for.1) pump-to-pump interaction during miniflow operation that could result _in dead-heading of one or more of the pumps, and 2) the adequacy of the minimum flow bypass lines with respect to damage resulting from opera-tion and testing in the minimum flow mode. The bulletin also requested that

'within 60 days of receipt of the bulletin, licensees provide a written response that (a) summarizes the problems and the systems affected, (b) identifies the short-term and long-term modifications to plant operating procedures or hardware that have been or are being implemented to ensure safe plant opera-tions, (c) identifies an appropriate schedule for long-term resolution of this and/or other significant problems that are identified as a result of this bulletin, and (d) provides justification for continued operation particularly with regard to General Design Criterion 35 of Appendix A to Title 10 of the Code of Federal Regulations (10 CFR Part 50), " Emergency Core Cooling" and 10 CFR 50.46, " Acceptance Criteria for Emergency Core Cooling Systems for Light Water Nuclear-Power Reactors." Additionally, the staff requested that within 30 days of completion of the long-term resolution actions, licensees provide a written response describing the actions taken.

By letter dated July 11, 1988, you responded to Bulletin 88-04. Your response provided the information requested in a, b, c, and d above. Your response also described the long-term resolution actions and identified a completion date of October 15, 1988 for those actions. However, in response to your identified design inadequacy of the miniflow line for the RCIC pump, you indicated that the long-term corrective action would be to add a caution to the RCIC operating instruction to limit pump operation at uinimum flow conditions to less than 20 seconds. The staff does not consider a caution of this type to provide adequate long-term resolution cf this concern. Please demonstrate how operators would be able to control RCIC pump operation such that the minimum flow operation could either be avoiGd or sufficiently limited to ensure less than 20 seconds of minimum flow operation during all expected operating occurrences.
