NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT
50-440/99004(DRS)
- Dear Mr. Myers:
On February 26,1999, the NRC completed an inspection at your Perry Nuclear Power Plant.
The enclosed report presents the results of that inspection. No violations of NRC requirements
were identified.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
conditions of yourlicense. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with personnel, and
. observation of activities in progress. Specifically, the inspection focused on radiological
planning for your Spring _1999 refueling outage, on the assessments of the radiation protection
program, and on radiological training for general employees. During this inspection, the
radiological controls for maintenance associated with the inclined fuel transfer system and two
previous inspection items were also reviewed.
We observed effective radiological planning for the 1999 refueling outage. The radiation
,
prctection staff was properly evaluating radiological hazards associated with planned outage
evolutions and actions to reduce outage dose. In particular, we observed strong management
commitment to dose reduction initiatives, which included scheduled system flushes and the
use of the Unit 2 facility for training. During the inclined fuel transfer system maintenance, the
radiation protection staff provided effective oversight of the diving evolution, which was
consistent with the controls contained in the radiological planning. Your staff also performed
comprehensive self assessments of radiation protection performance and provided appropriate
radiological training to radiation workers.
