GAFETY EVALUATION OF THE INSERVICE TESTING (IST) PROGRAM REllEF REQUESTS FOR THE SECOND TEN-YEAR INTERVAL - PERRY NUCLEAR POWER PLANT, UNIT 1 (TAC NO. MA3328)
submitted its second, ten-year interval inservice Test Program for the P.irry Nuclear Power Plant (PNPP). The staff, with technical assistance from Brookhaven National Laboratory, has reviewed the submittal against the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code.
Due to the upcoming refue'ing outage, and your need for relief from certain Code requirements during this outage,4 of the 16 relief requests, VR-6, VR-8, PR-3, and PR-6, were reviewed on j
an expedited basis. The results of the review for these four relief requests are provided in the enclosed Safety Evaluation (SE). A forthcoming SE will include our evaluation of the remaining relief requests.

The proposed attematives described in Relief Request Nos. VR-6, PR-3, and PR-6 provide an i
acceptable level of quality and safety and may be authorized pursuant to 10 CFR 50.55a(a)(3)(i). Relief is denied for VR-8 concerning the control rod drive hydraulic control unit rupture discs. You are requested to review the classification and function of the hydraulic control unit rupture disks and revise the IST Program or resubmit the relief request and include information on how compliance with the Code requirements is a hardship without a compensating increase in the level of quality and safety.
