SUBJECT: PERRY INSPECTION REPORT 50-440/99002(DRP)

Dear Mr. Myers:

- On April 6,1999, the NRC completed a routine safety inspection at the Perry Nuclear Power

Plant. The enclosed report presents the results of that inspection.

During this 6-week inspection period, the conduct of activities at the Perry facility was

characterized by generally safe and conservative plant operations. A procedural violation by an

operator during a response to a hydraulic control unit trouble alarm was immediately entered

into your corrective action program after which corrective actions were promptly implemented.

Operators were well-prepared for the refueling outage 7 plant shutdown and, while the

inspectors noted that operator three-way communication expectations were not consistently

- implemented, the minor equipment challenges encountered during the shutdown were

effectively handled. .

Based on the results of this inspection, the NRC has determined that two violations of NRC

. requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

- subject inspection report. -If you contest the violation or severity level of these NCVs, you should

provide a response within 30 days of the date cf this inspection report, with the basis for your

denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC

20555-0001, with copies to the Regional Administrator, Region Ill, and the Director, Office of

Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
