NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT

On April 16,1999, the NRC completed an inspection at your Perry Nuclear Power Plant.

The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
i
conditions of your license. Within these areas, the inspection consisted of selective
l

I
examinations of procedures and representative records, interviews with personnel, and
observation of activities in progress. Specifically, the inspection focused on radiation protection
performance and oversight of refueling outage activities. In addition, we reviewed your
,
respiratory protection, internal dosimetry, and contract radiation protection technician training
)
,
'
and qualification programs and the circumstances surrounding a radiological waste transfer
'
which resulted in high radiation areas, that were not adequately posted.

We observed strong radiological oversight of work activities during the ongoing refueling outage.
)
Your staff effectively implemented radiological work plans and controls and monitored outage
j
dose. The radiation protection staff also performed thorough training and screening of contract
j
l
personnel, who were supplementing the station staff. In addition, we noted effective
j
implementation of the respiratory protection and internal dosimetry programs.

Based on the results of this inspection, the NRC has determined that one violation of NRC
g
requirements occurred. This violation is being treated as a Non-Cited Violation (NCV),
i
consistent with Appendix C of the Enforcement Policy. This NCV is described in the subject
inspection report. if you contest the violation or severity level of this NCV, you should provide
a response within 30 days of the date of this inspection report, with the basis for your denial, to
i
the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington,
i
DC 20555-0001, with copies to the Regional Administrator, Region 3, and the Director, Office
of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
