Sb3 JECT: GRAND GULF UNIT 1 - INSERVICE TESTING PROGRAM By letters dated January 18, June 17, and June 28, 1985, the Mississippi Power and Light (MP&L) Company submitted a proposed inservice testing (IST) program for Grand Gulf, Unit I to meet the requirements of Section XI of the ASME Boiler and Pressure Vessel Code (ASME Code). In these letters, MP&L requestad relief from certain requirements of the ASME Code. In its letter, dated August 14, 1985, the NRC staff authorized implementation of the proposed IST program and granted requested relief from some of the require-ments until the staff completed its detailed review or until March 31, 1986, whichever came first.

The staff's detailed review of your proposed IST program is not yet complete.

However, the staff's preliminary review continues to indicate that imposition of certain ASME Code requirements from which relief was requested would result in hardship or unusual difficulties without a compensating increase in the level of quality or safety. U1erefore, the staff concludes that a grant of further relief until the staff has completed its detailed review, from those

IST requirements of the ASME Code that you had requested in your January 18, June 17, and June 28, 1985 submittals, is authorized by law and will not endanger life or property or the conmion defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. That further relief is hereby granted. Therefore, you are authorized to continue the implementation of your proposed IST program (except when your current Technical Specifications impose different requirements).

During the period between now and the date the staff completes its detailed review of your submittals, you must comply with both your existing Technical Specifications and your proposed inservice testing program. In the event conflicting requirements arise for some components, you must comply with the existing Technical Specifications. In other words, the granting of this relief from ASME Code requirements should not be interpreted to give you relief from any of the requirements in your existing Technical Specifications.

When its detailed review of your submittals is complete, the staff will:

(1) issue final approval of your program (which may contain modifications resulting from the staff's review); and (2) grant relief from any ASME Code requirements that are determined to be impractical for your facility for the duration of the inspection interval.
