October 23, 1986 Docket No. 50-416 DISTRIBUTION w/ enclosure

Docket F116 NRC PDR Mr. Oliver D. Kingsley, Jr. PD#4' Reading Local PDR Vice President, Nuclear Operations OGC, Young Mississippi Power & Light Company WButler P. O. Box 23054 LKintner Jackson, Mississippi 39205 M0'Brien SRhow

Dear Mr. Kingsley:

SUBJECT:

PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS FOR DIESEL GENERATOR TESTING RE: Grand Gulf Nuclear Station, Unit 1 By letter dated May 22, 1986, Mississippi Power & Light Company requested changes to the Technical Specifications concerning emergency diesel generator testing. Some of the proposed changes were in response to Generic Letter 84-15

" Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability" issued July 2, 1984. Additional changes were proposed to decrease diesel gener-ator testing and to clarify both the onsite and the offsite A.C. electrical power sources for the plant.

The NRC staff has reviewed the May 22, 1986 submittal. The staff's safety evaluation is enclosed. The staff concludes that parts of the proposed changes are acceptable and that other parts of the changes are not acceptable. Accordingly, you are requested to resubmit your propo:ed license amendment, in light of staff's enclosed safety evaluation. In addition, the analysis of significant hazards considerations for the revised submittal should specifically address each of the standards in 10 CFR 50.92(c), as described in Generic Letter 86-03 " Applications for License Amendments", February 10, 1986.

You are requested to provide the revised submittal by January 30, 1987.

Sincerely, 8'$ sinal sise.d by Lester L. Kintner, Project Manager BWR Project Directorate No. 4 Division of BWR Licensing
