Gentlemen:

This refers to the inspection conducted by Mr. D. E. Norman of this office

during the period April 28 through May 2,1986, of activities authorized by NRC

Operating License NPF-47 and to the discussion of our findings with you, and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included control wiring for limitorque

valve operators located in a harsh environment. Within these areas, the

inspection consisted of selective examination of procedures and representative j

reccrds, interviews with personnel, and observations by the inspector. The

inspection findings are documented in the enclosed inspection report.

Two potential violations are identified in paragraph 3.c.(3) of the enclosed

inspection report. You will be advised at a later date of the enforcement

actions, if any, which mey be taken relative to these potential violations. In

the meantime, your corrective actions regarding the potential violations should  ;

not be delayed, pending either a future NRC inspection or further actions by

the NRC Region IV office.

During this inspection, it was found that certain of your activities appeared

to deviate from commitments made to the NRC. This item and references to the

commitment are identified in the enclosed Notice of Deviation. You are

requested to respond to this deviation in writing. Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter.

One unresolved item is identified in paragraph 3.c.(3) of the enclosed

inspection report.

As stated in the encl'osed inspection report, approximately 140 Limitorque valve

operators had not yet been inspected at River Bend to verify that they have

qualified wiring. It appears unlikely that operators in this remaining group

contain unqualified wiring. Although it would be reasonable to establish a

confirmatory inspection schedule which would take advantage of outages or other

breaks in plant operations, it is our understanding that the majority of these

have now been inspected. We request that you provide us with a summary of your

inspection results. Should information from other NRC inspections indicate

that Limitorque operators in this remaining group could contain unqualified

wiring, we will advise you.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
