Gentlemen:

This refers to the routine safety inspection conducted by Messrs. M. Huber,

J. F. Smith, and S. Guthrie of this office on April 21 through May 9 and May 16

through June 7,1988, of activities at Big Rock Point Nuclear Plant authorized

by NRC Operating License No. DPR-6, and to the discussion of our findings with

Mr. T. Elward and others of your staff at the conclusion of the inspection.

The inspection was conducted to review the Inservice Testing (IST) program

implementation, the status of the licensee's program to address IE Bulletin

(IEB) 85-03 regarding motor. operated valve failures, and to review actions

taken regarding recent Reactor Depressurization System depressurization valve

failures.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the. inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. The apparent violation in Paragraph 5.e is being reviewed

for potential enforcement action.

You will be notified by separate correspondence of our decision regarding

enforcement action for this issue. No written response is required until

you are notified of any proposed enforcement action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of-

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.
