Gentlemen:

This refers to the inspection conducted by Mr. James Kelly of this office

during the period June 13-17, 1988, of activities authorized by NRC Operating

License NPF-47 for River Bend Station, and to the discussion of our findings

with you and other members of your staff at the conclusion of the inspection.

The NRC inspection covered certain areas of your physical security program.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspector. The areas inspected and the inspection

findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

In addition to the findings identified in this report, there are certain other

matters that need to be brought to your attention for your investigation and

evaluation. These matters will be supplied to you in some detail in a separate

transmittal. Our concerns with regard to these matters are presently focused

on the apparent lack of candor exhibited by your staff when the NRC inspector

pursued allegations, reviews of internal investigations, and records related to

your failure to report certain security events. We want to be assured that

events are properly reported and that there are no proprietary records of

investigations being withheld from NRC review. We will review your evaluation

co of these matters at a later date.
