Confirmatory Action Letter 50-271/85-06 This refers to your actions taken in response to Inspection and Enforcement Bulletin (IEB) 79-02. The Bulletin, in part, requested that all pipe support base plates that use concrete expansion anchor bolts in seismic Category I systems be tested and analyzed, 1) to provide a 95 percent confidence level that less than 5 percent defective anchors are installed in any one seismic Category I system; and 2) to demonstrate the existence of adequate factors of safety in the anchor bolt allowable loads. As a result of Region I inspection 50-271/85-04, we determined that, although the concrete expansion anchors-for seismic supports on Category I piping systems were verified as described in the Bulletin, the anchors on deadweight supports for those systems were neither tested or analyzed. Accordingly, to discuss this matter, a meeting was held between Mr. A. C. Kadak, and others of your staff, and Mr. J. P. Durr, of my staff, on May 23, 1985.

Based on the information provided at the May 23, 1985 meeting, we understand you have demonstrated with reasonable confidence, by a_ sampling analysis, that the deadweight supports have an-associated design factor of safety greater than

2. Additionally, we understand that, prior to restart following the September 1985 outage, all remaining aspects of your actions in regard to IEB 79-02 will

'be completed. Specifically, we understand that, in concert with your seismic reanalysis program, you will modify or test, as necessary, all deadweight supports for Category I systems.
