. Gentlemen:

This refers to the routine safety inspection conducted by Drs. M. J. Oestmann

and R.'8. Holtzman of this office on August 26-29, 1985, of activities at

the Perry Nuclear Power Plant, Units 1 and 2, authorized by NRC Construction

Permits No. CPPR-148 and No. CPPR-149 and to the discussion of our findings

with S. Kensicki and others of your staff at the conclusion of the inspection.

Additional-discussions were held by telephone with Messrs. D. Reyes and

E. Traverso on September 23 and 26, 1985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective ,

, examination of procedures and representative records, observations, and

interviews with personnel.

,

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

While no items of n_oncompliance were identified we are concerned with your lack

of progress in iraplementing a Quality Assurance / Quality Control program for

your laboratory and counting room and for testing the competence of your

technicians, as described in your-procedure RAP 0204. We expect full imple-

. mentation.of this QA/QC program and completion of testing of your technicians

prior to issuance of the fuel load license. This item is discussed in ,

Sections 2.b., 3, and 5. We understand you plan to take positive steps

within'the month of September to correct this situation.
