Gentlemen:

SUBJECT: EXAMINATION REPORT NO. 50-443/85-24(0L)

This transmits the Examination Report of Operator Licensing Examinations con-

ducted by USNRC Region I at the Seabrook 1 Facility the week of September 30,

1985. At the exit interview held on October 4,1985, the preliminary results

of these examinations were discussed.

Present documentation of the Seabrook simulator capabilities and the list of

simulated plant malfunctions continues to make the development of quality

simulator scenarios difficult for operator examination purposes. Improved

documentation is needed to aid NRC examiners in avoiding last minute on-site

scenario changes, and in better understanding the Seabrook plant transient

responses prior te arrival on-site. The specific improvements needed are

indicated in 'the enclosed examination report and have been agreed to by your

staff. These improvements will be a positive contribution to examiner under-

standing of the Seabrook plant and simulator facilities and will enhance all

phases of the examination process.
