Dear Mr. Ippolito:

The enclosed Inservice Inspection Program is being submitted to you for your review. The Plan has been revised in response to your letter of August 10, 1978, and to implement conaitements made in our letter of September 20, 1978. Several new exemptions to the code have been added in sections 5.~3.10, 5.'i.3, 5.5.6 and 5.5.7 based on experience gained since the ISI , s was implemented. Changes to the previously subst, te d p ruram a re indicated by a vertical bar in the margin. .e o e r to p rovide sufficient time to adequately revise our 5 n :n1 a for implementation of the ISI Plan regarding fynctioud testing of pumps and valves we propose that those requirements become effective during the f ourth cal'endar month f ollowing NRC approval of the revised plan.

Your letter of August 10, 1973 discussed the need to laak test selected valves to verify a pressure isolation function; i.e. valves that form an interface between high and low pressure sections of safety systems connected to the reactor coolant p re s su re boundary. In response to this concern, Table 5.4-1 o f .

the enclosed ISI program has been revised to require leak rate testing of valves needed to perform the pressure isolation ummy

Page 2 function. Due to plant design constraints hak rate testing of each of the valves listed in you r Augus t 10, 1973 letter is i::tp ra c t i ca l . In these cases alternate valves have been selected for testing. A list of these alternate valves is shown on Attachment A to this letter.

Should you have any questions on the above, please do not hesitate to contact us.

Very truly yours,
