P This letter responds to a letter dated January 22, 1990 from G. Y. Suh, USNRC, requesting Philadelphia Electric Company (PEco) to: provide a revised schedule. commitment for installation of ,

a hardened wetwell vent at Peach Bottom Atomic Power Station (PBAPS)

Unit 3, or-provide an explanation of why a January 1993' completion-date cannot be met and the bases for'the proposed completion schedul e.-

As originally communicated to you, PECo plans to complete installation of the hardened wetwell vent at PBAPS Unit 3 in the-L ~ fall of 1993, prior to restart following the second refueling _ outage i -(9th cycle). The explanation of why a January 1993 completion date-I cannot be met and the' bases for the completion schedule are 1

discussed below.

.z As indicated in the October 30, 1989 response to Generic Letter 89-13, PEco will use the general design criteria developed by the BWR Owner's Group to determine the design of the modifications.

The BWROG design criteria will be available for NRC review in April 1990. Thus, the evaluation of options and preparation of conceptual design will not start until, at the earliest, May 1990. A period of 10 months is required to complete the conceptual design, review the draft design package, and establish the material procurement requirements. The lead time for material, specifically the motor operated nuclear quality butterfly valves for containment isolation service, is 10 to 12 months. The availability of materials will, therefore, be a critical restraint to the implementation of the 9003050243 900221 PDR ADOCK 05000278

This modification must-be installed during an outage and is estimated to take about 40 days for installation and testing.

'The attached schedule presents the milestones.in our

  • modification process that are necessary for implementation of the modification. Based on availability of design criteria and material ,

-lead time, we estimate that we are 5 months behind schedule for the 8th cycle Unit 3 outage. The installation'is therefore scheduled during the next outage of sufficient duration which is the 9th cycle outage.-
