This. letter is to inform the NRC of our plans regarding licensing of Senior Reactor Operators.(SR0s) limited to fuel handling at both Peach Bottom Atomic Power Station (PBAPS) and Limerick Generating Station (LGS). -We are in the process of implementing a new program for the establishment and maintenance;of tlicensed SR0s. limited to fuel handling at both PBAPS. Unfts 2 and 3 and LGS.--
' Units:1.and 2.. In the past..the refueling floor activitics (including all core' alterations) at PBAPS and LGS.were directly supervised by either. fully-licensed-
-SR0s from the operations shift management of each respective site or by contract-personnel who were licensed SR0s limited to fuel handling at each respective of site. However, shift management is more appropriately used in support of equipment blocking, operational verification, plant operations, and other outage 1
related tasks. Additionally. the use of contract personnel as SR0s limited to fuel handling is less cost effective and provides no long term benefits.
Therefore, since PBAPS and LGS are similar General Electric (GE) Company Boiling Water Reactor (BWR) plants, and both plants are perated by Philadelphia

,.:.f00cument Control Desk Page 2 Accordingly, limited SR0 license candidates have been selected and have begun a licensed operator training program developed specifically for licensed SR0s limited to fuel handling at LGS, in preparation for limited SR0 license examinations. These examinations will be administered at LGS by the NRC Region I in July, 1990 to support the LGS, Unit I refueling outage scheduled to begin in September, 1990.
Once the SR0s limited to fuel handling have completed their refueling outage duties at LGS, Unit 1, we plan to conduct training for these same individuals on the differences between LGS and PBAPS refueling floor equipment and procedures, and then have them take a limited SR0 license examination at P8APS in late.1990 to support the PBAPS, Unit 2. refueling outage scheduled to begin in January, 1991. We intend to have SR0s limited to fuel handling continue to direct refueling activities in subsequent PBAPS and LGS refueling outages. Accordingly, a training program for requalification of the LGS limited SRO l kenses is currently being developed. Once the limited SR0 licenses for PBAPS are obtained, this requalification program will be revisad, as appropriate, to address the limited SR0 licenses at both LGS and PBAPS.
The qualification of limited SR0 license candidates, and a description of
-the licensed operator and requalification training programs for limited SR0 licenses were discussed with representatives of the NRC Region I ir, a meeting held on February 14, 1990.
