Fire Protection System - No. 1 Fire Pump - Inoperable.

This report was initiated by Incident Report 82-206.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 98% - Unit Load 1050 MWe.

DESCRIPTION OF OCCURRENCE:

At 1005 hours0.0116 days <br />0.279 hours <br />0.00166 weeks <br />3.824025e-4 months <br />, August 1, 1982, during surveillance testing of the Fire Suppression System, the operator discovered that No. 1 Fire Pump would not start from automatic initiation.

The fire pump was declared inoperable and Technical Specification Limiting Condition for Operation Action Statement 3.7.10.la was entered at 1015 hours0.0117 days <br />0.282 hours <br />0.00168 weeks <br />3.862075e-4 months <br />.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

! Investigation revealed that a fuse was blown on No. 1 Battery Charger, preventing it from keeping the required charge on'the battery. Previous surveillance on the battery had shown the battery to be satisfactory.

j ANALYSIS OF OCCURRENCE:

The operability of the fire suppression systems ensures that adequate fire suppression capability is available to confine and extinguish fires occurring in any portion of the facility, where safety related equipment is located. Due to redundancy in the fire suppression system, one pump being inoperable did not result in any loss of protection. No. 2 Fire Pump was tested and was capable of meeting system requirements in the event of a fire. Therefore, this occurrence involved no risk to the health and safety of the general public.

Action Statement 3.7.10.la requires:

With one pump and or water supply inoperable, restore the inoperable equipment to operable status within 7 days or, in lieu of any other report required by Specification 6.9.1, prepare and submit a special report to the Commission pursuant to Specification 6.9.2 within the next 30 days, outlining the plans and procedures to be used to provide for the loss of redundancy in this system.

Inoperability of No. 1 Fire Pump, therefore, constituted operation in a degraded mode, permitted by a limiting condition for operation, and is reportable in accordance with Technical Specification 6.9.1.9.b.

CORRECTIVE ACTION:

The fuse was replaced and the battery charger was used to recharge the battery. The surveillance test was satisfactorily performed, and No. 1 Fire Pump was declared operable. Action Statement 3.7.10.la was terminated at 1900 hours0.022 days <br />0.528 hours <br />0.00314 weeks <br />7.2295e-4 months <br />, August 1, 1982.
