License Change Application 161 i Nuclear Fuel Upgrade Attached are three signed originals and 40 conformed copies of License Change Application (LCA) 161 requesting amendment of Operating License NPF-1. A <

check for $150.00 is attached in accordance with 10 CFR 170.  !

This LCA revises the Trojan Technical Specifications to include the ef fects of nuclear fuel design changes, ie, reconstitutable fuel assemb1Ly top nozzles and axial fuel blankets. Portland Ceneral Electric (PGE) intends to incorpo-rate these changes in the Cycle 11 Trojan core reload. The enclosure l provides a description of the fuel design changes and a summary of the l reanalysis performed to support the license change.

Also attached is one signed copy of a Certificate of Service for LCA 161 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
