On June 6,1996, Portla'nd General Electric Company (PGE) submitted a License Change c Application (LCA) to amend the Trojan Nuclear Plant (TNP) Facility Operating (Possession Only) License NPF-1 to allow repowering of the TNP site using a natural gas-turbine, combined cycle (NGTCC) power plant (Reference 1). This requested license amendment would permit activities associated with construction of a natural gas pipeline to proceed while assuring, as a gj condition of the license, that natural gas would not be brought onto the site until p3 decommissioning activities had resulted in the transfer of the spent nuclear fuel to an Independent Spent Fuel Storage Installation (ISFSI).

The safety evaluation and bases for submittal of LCA-238 (Reference 1) were based on the schedule for decommissioning activities developed in 1995. At the time of submittal of LCA-238, spent nuclear fuel transfer to the ISFSI was scheduled to be completed in 1998 followed by full-scale decommissioning activities. j l

primarily focused on Natural Gas Turbine accidents which had been evaluated based on the  ;

radioactive materials anticipated to have remained within the 10 CFR 50 licensed area using the 1995 decommissioning schedule.

Actual decommissioning activities have progressed such that most of the contaminated components and piping located in the Auxiliary and Fuel Buildings will be removed by the end of 1998. Removal of the reactor vessel and internals from the Trojan site is anticipated to occur in 1999. Transfer of the spent nuclear fuel to the ISFSI is now scheduled to be completed by February 20,2000. Subsequent to the removal of the reactor vessel and internals, greater than 99 I per cent of the radioactive material (excluding the spent nuclear fuel) will have been eliminated from the Trojan site. As a result of the progress made in decommissioning, installation of a natural gas pipe line to 4 support a NGTCC power plant is not likely to occur until after 10 CFR 50 license termination.

PGE therefore requests that further review of LCA-238 be suspended. Suspending activity on LCA-238 will allow PGE and NRC resources to focus on remaining decommissioning issues.  !

Should the decommissioning or NGTCC power plant schedule change, PGE will send another  ;

letter addressing the RAI and requesting resumption of LCA-238 review. I
