Attached is an application for renewal of the Trojan NPDES PERMIT, Also, j
attached are two checks totaling $1,050 to cover the required filing and processing fees (renewal with efouent limit modl5 cations).
The following are suggested efuuent limit modifications and monitoring methods as proposed by Trojan staff.
Schedules A and B
,I Outfall 001 (Main Plant Outfall)
Aluminum It is suggested that the aluminum concentration and sampling requirements
' be deleted. The use of alum for water pretreatment has been discontinued
- as of April 1990 with well water replacing the Columbia River as the source of potable water. It is expected that well water will remain the routine source of potable water with possible short term use of Columbia River water in event of a temporaty well water system failure. With the termination of
- alum usage there is no other significant source of aluminum in the main outfall.~

EDID.!1 It is suggested the Schedule "A" boron maximum limit be increased to 10 ppm, and increase the monthly average to 1.0 ppm. This hicrease is desired to facilitate draining of high boric acid content steam generator crevice flush water. If a general increase to the boron limits cannot be grunted, approval to use the higher limits only for steam generator crevice flush discharges is requested. The crevice Dush discharges occur only after plant shutdown and.
3 do not occur during routine operation.
The increased boron discharge limits will not cause any significant increase in boric acid discharges from the plant. We will continue to recycle boric acid whenever possible but need relief as to the rate at which we can discharge' boron especially for criticai path start up evolutions such as steam generator crevice Dush.'
Total Residual Chlorine Change to total residual bromine. The plant is in the process of convening from the use of chlorine to bromine for service water and cire water biological control. This program is designed for silme/ algae, and bacteriological contro!. The need to reduce bromine discharge concentrations
(
to 10.1 ppm should be reviewed based on information that bromine has less environmental impact potential than chlorine. A residual bromine discharge limit of 10.5 ppm for one hour per day is suggested.
Outfall 002 (Domestic Waste)
Flow
. The.075 MOD flow limit from June 1 October 31 could be deleted. The flow limit is not necessary as long as all other discharge water quality specifications are met.
