Troian Nuclear Plant Fire Protection Plan. Amendment 20. PGE-1012 This letter documents the transmittal of eleven copies of Amendment 20 to PGE-1012," Trojan Nuclear Plant Fire Protection Plan." In accordance with 10 CFR 50.48(f), Amendment 20 reflects revisions to the Fire Protection Program made during decommissioning activities. The changes do not reduce the effectiveness of fire protection for facilities, systems, and equipment which could result in a radiological hazard, and take into account the decommissioning plant conditions and activities.

PGE certifies that Amendment 20 accurately presents changes to PGE-1012 since the previous submittal of Amendment 19, necessary to reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirements.

De Attachment to VPN-358-98 September 28,1998 Eace1of2 Summary Description of Changes The following list provides a synopsis of the changes incorporated into PGE-1012, Amendment 20.

These changes have been evaluated and determined not to involve an unreviewed safety question as required by 10 CFR 50.59. Changes are identified below by Licensing Document Ch'mge Request (LDCR) numbers.

'Ihese changes also have been shown to meet the criteria of Amendment No.192 of Trojan Possession Only License, NPF-1, in that the changes do not adversely impact the safe storage ofirradiated fuel or increase the likelihood of an offsite release of radioactive material due to a fire.

LDCR 98-017 Changes to Section 4.1.5 and Tables 3.3-1 and 3.3-2 remove previously deactivated fire suppression systems located in the Auxiliary / Fuel Building. Changes result from implementation of Defueled Plant Modification Request (DPMR)98-013, Design Change Package (DCP) 01.

LDCR 98-022 Section 4.8.4 is revised to delete " makeup" in reference to the susceptibility of fire in the service water strainer pit. Service water will remain a source of makeup to the Spent Fuel Pool (SFP), but the designated flow path is being changed and will not include the service water strainers. Changes result from implementation of DPMR 98-001.

LDCR 98-025 Section 4.1 is revised to incorporate the modular SFP Cooling and Cleanup System, implemented by DPMR 97-026, DCPs 01 and 02.

LDCR 98-027 Changes to Sections 3.3,4.1,5.3; and Tables 3.3-2,3.3-1, and 3.5-1 incorporate changes made by DPMR 98-017, DCPs 01 and 02. Water Spray Systems 23,24, 25, and 27 are removed. A Suppression header and Sprinkler System BD are deleted from the Auxiliary Building.

LDCR 98-037 Section 4.8.3 is revised to delete reference to Service Water System strainers. The description is changes to refer to the strainer pit, not the strainers. Changes result from implementation of DPMR 97-007, DCP 19.

LDCR 98-040 Sections 4.7 and 4.8 are revised to designate the modular SFP Cooling and Cleanup Systems as the primary mode of SFP cooling. Revisions are made to indicate that the service water pumps are a potential source of makeup water to the SFP.

References to the service water strainer pit providing cooling water for SFP cooling are deleted. Changes result from implementation of DPMR 97-026.

Attachment to VPN-058-98 September 28,1998 Page 2 of 2 LDCR 98-043 Sections 3.3.6 and 5.8.3 are revised to clarify that contaminated water drainage is processed by Liquid Radioactive Waste System floor drains and to delete -

discussion of the spent resin storage tank. Changes result from implementation of DPMR 98-006, DCPs 01 and 02.

LDCR 98-044 Table 3.5-1 is revised to remove the smoke detector system from the 5 ft and 25 ft elevations of the Auxiliary Building. Changes result from implementation of DPMR 98-007, DCP 05.
