Design Verification Prograr? - Fuel Building Action Plan By letter dated August 31, 1989, " Trojan Nuclear Plant Long-Term Pipe Support Design Verification Program",-Portland Ceneral Electric Company (PGE) reported to the Nuclear Regulatory Commission (NRC) that under the Design Verification Program the evaluation of the Fuel Building had confirmed and quantified code overstresses existing under seismic and tornado loading conditions. PG2 informed the NRC that we were developing a formal action plan to resolve the overstress conditions and that we would submit details of.the plan by September 29, 1989. The attachment provides a summary of the action plan.

A Justification for Continued Operation (JCO) is being issued to support Plant operation until modifications are completed to restore structural steel members and connections to allowable streps levels and performance limits specified in the Final Safety Analysis Report. The modifications will be completed by December 1, 1990.
