i Portland Genera 1' Electric Company's (PCE) Fitness for Duty Program was:

implemented at the Trojan Nuclear Plant on January 3,1990 in accordance I

with Title 10. Code of Federal Regulations, Part 26 (10lCFR 26).

PCE's certifying letter of January 3, 1990 to the Nuclear Regulatory Commission

-(NRC)-outlined PCE's more stringent cut-off levels for marijuana, i

cocaine,'and amphetamines', as well as:lts expandedxscreening-program-.

which includes barbiturates,- benzodiazepines, ' methaqualone, propoxyphone, and. methadone.-

In March 1990. PGE contracted with a'second National Institute'of' Drug.

Abuse (NIDA)-approved laboratory, and this laboratory was designated _as PGE's primary laboratory. At that time, this laboratory recommended that'-

th PGE revisc their ~ cut-off ' levels to be more consistent with those:

recommended by the Department.of Health and Human Services-(DHHS). This'

.q would eliminate the need for laboratory deviation from the manufacturer's i

recommended reagent applications necessitated-by PCE's lower-cut-off i

levels.

Changes to PGE's screening-cut-off levels ~were. reported.tolthe i

NRC in a letter dated March 8, 1990. 'Of the fivefdrugs approved for testing by NIDA, PGE is now more stringent;only-in its initial'acreening i

cut-off' level for marijuana.

Effectiveness Evaluation i

On January 31, 1990 PCE's Quality Assurance.(QA)1prohram performed a-surveillance audit of the FFD program.

It was determined that the program had been adequately ~ implemented.

During' the period February 28-March 2, 1990, the QA department conducted a comprehensive performance based audit of the FFD program. For this' audit. a forensic urine drug testing inspector for the College of American Pathologists was contracted with to inspect FFD specimen-collection center. protocol. Primary areas of concern identified were:

1) the procedure to ensure that-employees have not consumed alcohol within five hours of reporting for nonscheduled work had not been adequately implemented in-some cases and 2) collection.

conter instrument calibration techniques'and PGE's' stringent acceptability ranges for measuring pH and specific gravity for specimen integrity checks needed to be re-evaluated.

Corrective actions to address these concerns have been:

1) to place further management emphasis on the importance of the call-in procedures to supervisors with call-in responsibilities and 2) to develop and implement specific operating-procedures ~ with improved instrument calibration methodologies and' revised specimen integrity check parameters.

Each was identified by the.FFD Blind Performance Program.

Two incidents occurred at PCE's back-up 1mboratory. The first event occurred on January. 29,11990 and involved a laboratory technician not setting immunoassay instrumentation at PCE's more stringent cut-off levels for marijuana (THC).= A second event at'this laboratory occurred on March 13.-1990 and was hypothesized to have been a phenomenon of THC metabolite adhsring to plastic specinen bottles or pipettes, reducing-

. specimen metabolite concentration.

Two subsequent events regarding blind performance test specimens occurred at PGE's primary laboratory. 'The first occurred on-April 27,-1990 and involved'falso negative reporting of a benzoylocognine (cocainq)-

specimen. The cause of the event appeared to be the specimen's particular urine composition adversely affec&ing the ismunoassay reaction, preventing metabolite concentration from being reliably determined. Finally, on May-22, 1990,; a benzodiazepine blind specimen was falsely reported as negative.- The most likely cause of this incident was determined to be incomplete hydrolysis prior to-confirmatory screening.

The FFD' Blind Performance Program-is monitored by a monthly blind-performance report developed by PGE's.FFD staff.

Statistical Summary During.the report period. PGE's FFD program performed 1,545 pre-access drug / alcohol tests,11 pre-badging drug / alcohol tests, 966. randon:

drug / alcohol tests, 14 reasonable suspicion tests,'and 6 follow-up tests. PGE's overall positive rate for the random screening-program.is 0.31 percent (0.50 percent for 'PGE employees and 0.27 percent for contractor personnel)..The overall positive rate for the pre-access-screening program is 0.58 percent.

The positive rate for all testing conducted at Trojan from January 3 June;30,1990 is 0.71~ percent'.

'PGE's average Plant population during the January-June 1990 period' was 1,788 personnel.

The total number of ' random tests conducted during the period was 966.

At the end of the'six month reporting period. PCE had randomly screened 55 percent of its plant population. ; Of those employees screened, approximately 10.8 percent have been screened twice and 1.4 percent screened three times.
