Fort St. Vrain - Plant Protective System Trip Setpoints

Dear Mr. Berkow:

Public Service Company of Colorado (PSC) is in receipt of your letter dated January 24, 1986 (Reference 1) regarding our proposed Technical Specification Change Request for the Plant Protective System (PPS)

Trip Setpoints (Reference 2).

PSC has been in contact with Mr. Xen Heitner of the NRC staff obtaining clarification on the contents of the interim Technical Specification submittal. PSC is now progressing to revise the existing Technical Specifications using the guidance provided in Enclosure 2 of Reference 1. PSC plans to submit the Technical Specification Amendment request by April 14, 1986.

PSC will resolve the NRC's coments on the Technical Gpecification format, footnotes, action statements and other related aspects and incorporate these resolutions into the current overall schedule for the Technical Specification Upgra:fe Program' (Reference 3).

For the Fixed Feedwater Flow Low Parameter setpoint which the staff found unacceptable, PSC is in the process of re-evaluating the basis and analyses for the setpoint justification. PSC will submit, under separate cover, our schedule for providing any additional information I on this setpoint as soon as our re-evaluation is complete. In the interim we will continue to use our current setpoint value of ~ 20%

which the staff recommends.
