As stated in the enclosed Safety Evaluation, the NRC staff has reviewed the results of the post-Cycle-22 surveillance and has concluded that the NUCOM control blades have performed as expected and within Technical Specification limits for scram times, rod worths, and mechanical integrity. Therefore, we find that the continued use of the present six NUCOM rods and the insertion of two new similar rods for Cycle 23 are acceptable.

Dear Mr. Berry:

SUBJECT:

BIG ROCK POINT, CONTINUED USE OF NUCOM HAFNIUM CONTROL BLADES (TAC NO. 67972)

Hafnium control blades manufactured by NUCOM were approved for Big Rock Point Plant (BRP) use by Amendment 88 to BRP Technical Specifications, subject to a post-Cycle-22 operation control blade inspection and a continuing surveillance program to be based on the results of that inspection. By letter dated April 28, 1988, the Consumers Power Company submitted information regarding the results of the post-Cycle-22 control blade inspection, proposed a continuing surveillance prograrn, and requested approval for the continued use of the hafnium rods and the surveillance program.

The NRC staff has also reviewed the proposed surseillance program for future cycles. That surveillance program is essentially a continuation of the existing program, which consists of visual inspection, physics testing, and comparison of physics measurement to computer predictions. We find the use of that surveillance program acceptable.
