Subject: Enforcement Conference During the period January 12, 1986 through April 15, 1987 the NRC performed several inspections of your Equipment Qualification Program. As a result of these inspections, rotential violations of 10 CFR 50.49 were identified. The subject inspection reports were sent to you on May 15, 1986 (50-289/86-03);
July 11, 1986 (50-289/86-06); September 5,1986(50-289/86-10) and May 11, 1987/87-01). In addition, violations of 10 CFR 50.49 were identified by you and reported to the NRC in Licensee Event Report LER-86-00 The most significant equipment qualification issues included for discussion are:
1) Qualification of emergency fan cooling cable not established to support use of cable in system. Cable replaced on April 22, 1986. (50-289/86-06; LER 86-009)
2) Qualification of BIW cable by similarity to qualified cable from Continental Wire and Cable Company not established prior to this inspec-tion. (50-289/86-06-07)
The NRC is considering all of these potential violations for appropriate enforcement action. We plan to conduct an enforcement conference with you to discuss the potential violations in the Region I Offices within 30 days of your receipt of this letter. At the enforcement conferences, you shculd be prepared to discuss (1) the safety significance of each violation, as well as the number of deficiencies and the number of systems and components affected in each case, (2) the specific and underlying cause(s) of each violation, and (3) the actions taken or planned to correct the indi"idual violations as well as to ensure yourself that the General Public Utiilty Company is currently in overall compliance with EQ requirement Furthermore, you should be prepared to discuss each violation in light of the Modified Enforcement Policy for EQ requirements which 13 described in the enclosure to Generic Letter 88-07, which items were identified by you and were promptly reported to the NRC?
