licensee by the inspector . 85102 - Nuclear Material Control and Accounting Organization and Operation The inspectors verified that the licensee had maintained and followed written procedures for nuclear material control and accounting and

. that written statements of responsibility for special nuclear mater-ial (SNM) were available. The procedures were included in the licensee's " Unit No. 1 Administrative Procedure 1025, Special Nuclear Material Control, Rev. 13, dated May 17, 1986". The procedures were adequate for the control of SN Shipping and Receiving The inspectors determined through review that the licensee had maintained and followed procedures to assure that all special nuclear material received or shipped was accurately accounted fo The inspectors found that the responsibility for the preparation and transmittal of Nuclear Material Transaction Reports (DOE /NRC Form-741) was vested in the Senior Nuclear Enginee The inspectors performed a review of all DOE /NRC Form-741 generated during the period October 1, 1978 - March 31, 1986 to verify proper signature, timely dispatch, and accuracy of data. No discrepancies l were noted.

Storage and Internal Control The inspectors determined through review that the licensee was main-taining and following a system of written material control and accounting procedures which provided for knowledge of the quantity, identity, and current location of all SNM-bearing materials within the facilit The licensee had established and was maintaining Item Control Areas (ICA's) that included the reactor vessel, dry fuel storage area, spent fuel pool A, spent fuel pool 8, and other areas that were appropriate for SNM contained in other than fue d. Inventory The inspectors reviewed records that indicated physical inventories were conducted at least annually as required by 10 CFR 70.51(d). The licensee's last physical inventory was performed February 24, 198 The inspectors reviewed records which reconciled the quantity of SAM shown as of March 31, 1986. The Itcensee's inventory as of July 24, 1986 consisted of 511 fuel assemblie e. Records and Reports The inspectors reviewed the licensee's records, source data and all Material Balance Reports (D0E/NRC Form-742) submitted during the period October 1, 1978 - March 31, 1986. Total uranium and U-235 fission, transmutation and plutonium production, and decay records were also reviewe During the period under review, the licensee reported on-site inven-tory changes (i.e., burn-up, production, decay) on its DOE /NRC Form-742 material status report but did not submit these inventory changes to NMMSS (0ak Ridge, Tennessee) via DOE /NRC Form-741 trans-action documents. The licensee had been informed of this matter by NMMSS and was in the process of submitting the necessary transaction document The licensee committed to submit all of the inventory changes to NMMSS by August 31, 1986. This is an Inspector Follow-up Item (86-11-01).
