GENERIC LETTER 96-05 RESPONSE FOR THE THREE MILE ISLAND NUCLEAR STATION, UNIT 1 (TMI-1) (TAC NO. M97111)

Dear Mr. Langenbach:

On September 18,1996, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 96-05," Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves," requesting each nuclear power plant licensee to establish a program, or to ensure the effectiveness of its current program, in order to verify on a periodic basis that safety-related motor operated valves (MOVs) continue to be capable of performing their intended safety functions within the current licensing basis of the facility. You provided your 60-day response to GL 96-05 on November 15,1996, for TMI-1, stating that you intended to complete the GL 96-05

requested actions for those MOVs within the scope of the GL 89-10 program at TMI-1. Your 180-day response to GL 96-05, dated March 18,1997, provided a summary description of the MOV periodic verification program planned to be implemented at TMI-1.

On May 13,1998, you provided your commitment to follow the Joint Owner's Group (JOG)

Periodic Verification Program for MOVs as described in Topical Report NEDC-32719 (Revision

2) which was forwarded to the NRC on March 7,1997, and which the staff evaluated in a safety evaluation dated October 30,1997. The staff requested additionalinformation by letter dated November 5,1998, to which you responded by letter dated January 21,1999. Additionally, a March 11,1999, telephone call was held with members of your staff to clarify some of the  ;

information in your January 21,1999, response. t The staff has completed its review of your submittals and has determined that you have established an acceptable program to periodically verify the design-basis capability of the safety-related MOVs at TMI-1. The staff has concluded, as discussed in the enclosed safety l evaluation, that you have adequately addressed the actions requested in GL 96-05.
