SUBJECT:
NRC INTEGRATED INSPECTION REPORT NO. 50-289/99-07
Dear Mr. Langenbach:
On August 28,1999, the NRC completed an inspection at your Three Mile Island Unit i reactor
facility. The enclosed report presents the results of that inspection which the resident inspectors
discussed with you and your staff during the September 8,1999 exit meeting.
Your staff continued to operate the unit safely, conducting observed operations, maintenance,

engineering, and plant support activities well. Outage preparations proceeded acceptably.
Corrective actions planned to address the continuous failures of engineered safeguards relays
to reposition following actuation were appropriate based on the determined root cause.
Operator actions for such a degraded relay during this period were acceptable, however the
initial operability evaluation was based solely on prior experience with these relays and did not
use further testing as a means to verify operability. Engineering took appropriate actions to
address surveillance testing vibration issues on the A decay heat removal pump.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosures will be placed in the NRC Public Document Room (PDR).
