NRC INSPECTION REPORT NO. 50-289/99-03

' Dear Mr. Langenbach:

On June 5, .1999, the NRC completed an inspection at your Three Mile Island Unit i reactor

facility. The enclosed report presents the results of that inspection which the resident inspectors

discussed with you and your staff during the June 16,1999, exit meeting.

Your staff continued to operate the unit safely, conducting the observed operations,

maintenance, engineering, and plant support activities very well. However, the adequacy of the

assessment of reactor building emergency cooler operability prior to conducting maintenance on

one reactor building spray system is questionable. We will continue to review this issue with

respect to the ability of the coolers to remove the design heat load at the time the reactor

building spray system was inoperable.

The actions taken to address the failed emergency feedwater pump bearing were very good.

.We understand that you had no prior knowledge of the failure, based on surveillance testing,

when it was identified during preventive maintenance. We are still reviewing the issue with _

respect to the NRC's Enforcement Policy.

enclosures will be placed in the NRC Public Document Room (PDR).
