This refers to the Nuclear Regulatory Commissicn (NRC) inspectica conducted by
P. Kellogg on March 6 - March 17,1989.
The inspection included a review of
j
Emergency Operating Procedures for your Three Mile Island, Unit 1 Nuclear Power
j
Station. At the conclusion of the inspection, the findings were discussed with
,
those members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation'of
,
I
control room crews in the simulator.

Within the~ scope of the inspection, no violations or deviations were identi-
fied. Although deficiencies were identified, the Emergency Operating Proce-
dures were found to be adequate for continued operation of the facility.
The enclosed inspection report documents commitments (see the enclosed Inspec-

tion Report, paragraphs 4 and 6) made by a licensee representative and

discussed in the exit meeting.
If your understanding of there commitments
differs from the report statements, please inform this office promptly.

To clearly define GPU Nuclear's plans for corrective action, we request that
i
GPU Nuclear respond in writing to this report within 30 days of the date of

this letter.

In addition to the above, a typgrophical error was discovered in Examination
l
Report 50-289/89-03(0L).
Paragraphs 2.1 and 2.2 identified two open items as
!
being closed, the numbers cited should have been 87-07-01 and 87-07-02
{
respectively.
In accordance with Secticn 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.

The response requested by this letter and its enclosure is not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, Pub L. No.96-511,
