CYCLE 13 STEAM GENERATOR ID IGA INSPECTION ACCEPTANCE CRITERIA )

4 By letter dated November 25,1998, GPU Nuclear, Inc., submitted a request to change the

[ - Technical Specification surveillance requirements for Steam Generator inservice inspections j for Three Mile Island, Unit 1 (TMI-1) cycle 13 refueling outage (13R) examinations which would be applicable for one cycle of operation only. Specifically, the change requested 14 wasociated

! with inspection acceptance criteria for inside diameter intergranular attack (ID IGA) of the

steam generator tubes. The staff had previously issued a request for additional information on i January 20,1999, for this request; however, due to the expedited schedule you requested for i: . this review (April 15,1999), the staff had not completed it full review of your application by the

! January 20,1999, date. Subsequently, the staff has determined additional information is necessary to complate the review. The required information is listed below, i The technical specification change request proposed a change to technical

specification (TS) Section 4.19.5(b) regarding " Reports" of steam generator inspection results to allow 12 months for reporting the complete steam generator inspection results rather than 90 days, as is currently in the TS. The basis for this change was that 12 months is consistent with NRC Draft Regulatory Guide (DG) 1074, " Steam Generator Tube Integrity," dated March 1998.

The 12-month reporting requirement in DG 1074 is one part of an entire program. It is not appropriate to select one part of a program as an independent element. The assumption of zero growth rate for these inner diameter flaws is a significant aspect of the technical basis supporting this amendment request. Therefore, there is a heightened sensitivity as to the results of the steam generatorinspections. The staff believes a reporting period of 90 days is appropriate. Please provide additional basis for extending the reporting period beyond 90 days or withdraw the portion of your request re'ating to a 12-month reporting requirement.
